Toda resolución que el Consejo haya adoptado, es revocable por el mismo, y toda proposición o proyecto de acuerdo que haya sido rechazado o indefinidamente, suspendido por el Consejo en cualquier debate, podrá ser considerado por él, siempre que así lo acordare; pero en ese caso será considerado como proyecto nuevo, y como tal, sujeto a los debates reglamentarios.
