A partir de la vigencia de esta ley, se otorga autorización a la Gobernación de Sucre y al municipio de Ovejas para que asignen partidas presupuestales amplias y suficientes del presupuesto anual, para garantizar la financiación, divulgación y desarrollo del Festival Nacional de Gaitas “Francisco Llirene”.
