Dentro de los seis meses siguientes a la sanción de la presente Ley, el Gobierno procederá a establecer una Colonia Penal y Agrícola en la región del Sarare, al oriente de la desembocadura del rio Cubugon. La localización de la colonia se hará por una Comisión que al afecto designara el Gobierno; y esta misma Comisión trazará el plano del caserío cabecera de la Colonia.
