En aquellas Circunscripciones en que el Gobernador y el Secretario de Gobierno respectivo sean de la misma filiación política, reemplazará a este último en el Comité de Garantías Electorales el Secretario del Despacho, de distinta filiación política a la del Gobernador, que en orden jerárquico descendente le corresponda.
