° Los gastos que demanden los preparativos y celebración del Congreso de los Territorios Nacionales se sufragarán con los dineros que aporten los Ministerios a que se refiere el artículo 1° del presente Decreto, los institutos descentralizados, y los organismos públicos y privados que formen parte del Congreso, o que quieran contribuir para el mismo fin.
