Autorizase al Gobierno Nacional para declarar exentos de derechos de importación los materiales, útiles y enseres necesarios para las plantas eléctricas, acueductos, ser vicio de extinción de incendios y de más obras que en lo sucesivo emprendan la Nación, los Departamentos y los Municipios.

Parágrafo

Al hacer esta declaración, el Gobierno dictará los reglamentos necesarios para evitar los fraudes al Tesoro Público.
