º. Vinculados al Sistema. Serán vinculadas al Sistema General de Seguridad Social en Salud las personas que no tienen capacidad de pago mientras ellas se afilian al régimen subsidiado. Durante este período los vinculados tendrán acceso a los servicios de salud que prestan las instituciones públicas y aquellas privadas que tengan contrato con el Estado para el efecto, de conformidad con la capacidad de oferta de estas instituciones.
