Al abrirse el tráfico de la vía, el Gobierno podrá establecer el cobro de un impuesto de pisadura, si la situación del Tesoro así lo exigiere Dicho impuesto no será mayor de diez centavos oro por cada carga de mercancías extranjeras, y cinco centavos oro por cada carga de artículos nacionales ó cabeza de ganado mayor. El producido de ese impuesto se destinará exclusivamente á la conservación y mejora de la vía.
