Artículo segundo . En desarrollo de lo previsto por el artículo 15 de la Ley 93 de 1938, el Ministerio de Salud Pública podrá delegar, por medio de resoluciones, en los Servicios Seccionales de Salud, la aprobación de loa presupuestos de los hospitales y demás establecimientos e instituciones de Asistencia Pública y de Utilidad Común.
