Art. 3.° Las personas que remitan muestra á la Secretaría de Fomento deben acompañarlas con una breve relación que indique: 1.° El punto de procedencia. 2.° La mayor ó menor abundancia del artículo. 3.° El costo probable de producción ó explotación. 4.° Las facilidades que haya para la exportación, como proximidad á un río navegable ó á una vía de comunicación económica, &c. &c.
