Artículo tercero (transitorio). Para el giro de las sumas indicadas en este Decreto no es necesario en el presente año rendir previamente el informe de que trata el artículo 2° de los decretos números 15 de 1939 y 319 de 1941, ni deben tenerse en cuenta los porcentajes a que se refiere el artículo 3° de los mismos Decretos.
