Para ejercer la función del sufragio es necesario estar inscrito en el censo electoral permanente, que es el registro público en donde constan los nombres y apellidos de los ciudadanos colombianos que pueden ejercer tal función, y estar provisto de la cedula de ciudadanía de que trata el articulo siguiente.
