Autorízase al Gobierno Nacional para hacer las inversiones que sean necesarias, a fin de llevar a término, de acuerdo a los planes y programas educativos, el cumplimiento del artículo 2º. de esta ley, dentro de la vigencia presupuestal de 1971.
