La Nación reconoce y exalta el valor histórico y patrimonial del municipio de Villa del Rosario, Norte de Santander, por cuanto fue sede del Congreso Constituyente, en donde se discutió y aprobó la Constitución de la República de Colombia de 1821, así mismo, el escudo de armas, el pabellón nacional y las leyes que le dieron vida a la República naciente, que posteriormente fue erigida como la Gran Colombia.
