Asígnase, al Ministerio de Gobierno la ejecución del presupuesto del Congreso Nacional con las funciones que dicha ejecución lleva implícita, con excepción de la facultad nominadora prevista en el numeral 5º del artículo 1fl3 de la Constitución Política. La función contractual la ejercerá el Ministro de Gobierno en los términos de la delegación presidencial vigente.
