Sujetos de especial protección . Las personas pertenecientes a las comunidades que hayan sufrido un daño en los términos establecidos en este decreto se encuentran en circunstancias de vulnerabilidad, debilidad e indefensión. Se reconoce que al interior de las comunidades hay personas que debido a su orientación sexual, género, edad y discapacidad física, sensorial o psíquica, deben recibir un tratamiento especial y preferencial que deberá tener en cuenta su especial necesidad de protección.
