Art. 64. La autorización que se concede al Poder Ejecutivo en los dos artículos anteriores no podrá ejercería el Gobierno sino por una sola vez, por medio de un decreto que tendrá fuerza legal, y no podrá ser variado sino per el Cuerpo Legislativo.
