Para atender el cumplimiento de lo dispuesto en el artículo anterior, en los presupuestos de cada año, a partir del próximo, se apropiarán las partidas necesarias, pudiendo el Gobierno contratar con los Departamentos del Cauca y Nariño la realización respectiva de las obras decretadas por la presente ley.
