Art. 22. El impuesto sobre los cigarrillos que se fabriquen en el país, se recaudará de preferencia por el sistema de arrendamiento en licitación pública, y según el pliego de cargos que formule el Ministro de Hacienda. Dicho arrendamiento se hará por un término que no podrá exceder de cuatro años.
