sendas Escuelas Normales Superiores para Varones en las ciudades de Cartagena, capital del Departamento de Bolívar, y Santa Marta, capital del Departamento del Magdalena.

Mientras la Nación levanta los edificios destinados a las Escuelas mencionadas, éstas podrán funcionar transitoriamente en los que para el efecto suministren los Departamentos de Bolívar y el Magdalena, respectivamente.
