Corresponde a los Administradores, Intendentes o Inspectores Fluviales fijar el número de braceros que debe cargar y descargar cada embarcación; para ello tendrán en cuenta la solicitud de personal que haga el Capitán, la cantidad y clase de carga que deba movilizarse y el personal disponible en puerto. Los Administradores, Intendentes o Inspectores Fluviales determinarán igualmente la proporción de personal que deba asignarse al acarreo, al alce y al arrume para cada tipo de carga.
