° Corresponde a la Secretaría del Tesoro i Crédito nacional resolver sobre los contratos sobre empréstitos i suministros celebrados por funcionarios o empleados lejítimos i fieles a las instituciones, con la debida autorizacion, i sobre las reclamaciones que se intenten con relacion a empréstitos repartidos por el Poder Ejecutivo nacional i a las cuales se les haya asignado fondo de amortizacion. Para decidir de estas reclamaciones no es preciso la comprobacion de si los peticionarios han sido partidarios o sostenedores, o adversarios del Gobierno. (Inciso 1.° del artículo 6.° i artículo 20 de la lei).
