Corresponde al Jefe Nacional de la Lucha Antiaftosa la dirección superior de la lucha sanitaria en forma que las disposiciones u órdenes que expidiere serán de obligatorio cumplimiento, tanto para el personal de su inmediata dependencia, como para las autoridades civiles o militares del país.
