En el evento en que los ingresos descritos en el artículo 19 no alcancen los niveles allí señalados, el Gobierno Nacional, mediante decreto, deberá reducir o eliminar, anualmente, algunos de los programas y subprogramas del Plan Nacional de inversiones Públicas 1995-1998, teniendo en cuenta el peso relativo que cada uno tenga en las inversiones de las entidades afectadas por la disminución de dichos ingresos y su composición regional. En tal eventualidad se requerirá concepto previo de la Comisión de Seguimiento.
