Artículo primero. Autorízase al Gobierno Nacional para apropiar, mediante decreto ordinario, con destino a la construcción, reconstrucción y pavimentación de carreteras nacionales -Plan Vial-, la cantidad de ocho millones de pesos ($ 8.000.000.00) moneda corriente, tomándola del saldo de la Cuenta Especial de Cambios en el Banco de la República, según convenio con dicho Banco.
