La matrícula se abrirá el día que sea determinado por el Consejo Directivo, y se cerrará quince días después; pasados éstos sólo por causa, notoriamente justa, á juicio del Rector, se podrá, dentro de los diez días siguientes, hacer alguna inscripción, mediante el pago de doble derecho de matrícula. Este último término podrá considerarse prorrogado por diez días mediante el recargo de 10 por 100 por cada día de retraso. El Rector podrá hacer rebajas cuando lo estime de justicia.
