La presente Ley rige a partir de la fecha de su promulgación y deroga los artículos 11, 16 y 17 de la Ley 54 de 1977 , el ordinal 2º del artículo 6º de la Ley 20 de 1979 , el artículo 45 del Decreto extraordinario 444 de 1967, los artículos 69 y 70 del Decreto legislativo 2247 de 1974, los artículos 3º y 6º del Decreto 231 de 1983, el artículo 34 del Decreto 3803 de 1982 y las demás disposiciones que le sean contrarias.
