Establécese un impuesto nacional de consumo de seis centavos por cada kilogramos de aceite lubricantes o de grasas lubricantes que se consuman en el territorio de la República, y queda autorizado el Gobierno para reglamentar la recaudación, estableciendo el equivalente en galones, cuando lo considere conveniente para la efectividad del impuesto.
