Si en el curso de un año, a contar de la sanción de la presente Ley, no hubiere sido posible ninguna negociación sobre empréstito y construcción de vías públicas en las formas previstas en los artículos anteriores, queda el Gobierno autorizado para impulsarlas, haciendo aplicación de los fondos provenientes de la indemnización americana.
