De conformidad con lo dispuesto en el artículo lo. de la Ley 7a de 1944, el "Convenio sobre Aspectos Civiles del Secuestro Internacional de Niños", suscrito en La Haya el 25 de octubre de 1980, que por el artículo lo. de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
