Art. 2º. Para que esta aprobación pueda surtir sus efectos, los empresarios asegurarán a satisfacción del Poder ejecutivo, el cumplimiento de todas y cada una de las obligaciones que les impone el presente contrato; de suerte que, en todo evento, queden perfectamente asegurados los desembolsos que por cuenta de este debe hacer el Tesoro nacional.
