No son amparos legales las boletas o constancias que dan los vendedores, y por lo mismo, aunque se compruebe la procedencia del tabaco, lo cual siempre será aventurado, no excusa en ningún caso la responsabilidad en que haya incurrido el que la conserve o expenda sin la guía o licencia otorgada por el Administrador respectivo .
