No se lanzará ningún empréstito extranjero ni bonos de deuda interna u obligaciones semejantes de crédito interno, a menos que el Contralor General de la República haya dado certificación previa de que el servicio anual de intereses y fondo de amortización de la deuda total de la Nación, incluyendo el nuevo empréstito interno o externo que se propone, no excede del límite establecido en el artículo anterior.
