Art. 13. Aunque la lei de Presupuestos nacionales votó algunas cantidades para pagar a varios acreedores públicos, i esas cantidades figuren en la liquidacion jeneral, el Poder Ejecutivo se abstendrá de reconocer suma alguna a favor de esos acreedores, hasta tanto comprueben debidamente su derecho.
