De esta gracia gozaran los que tengan por lo menos dos años de enseñanza y estén en ejercicio. El decreto reglamentario fijara las condiciones para la mejor efectividad de esta disposición, y en los Presupuestos Nacionales de cada vigencia se incluirán las sumas necesarias para otorgar cada año siete premios de esta clase, por lo menos.

Parágrafo

Al hacer la adjudicación se tendrá en cuenta que alternen, equitativamente, los maestros de todos los Departamentos.
