El Consejo de Estado, al hacer la codificación de que trata la Ley 13 de 1912 , procurará que queden en un solo cuerpo o codificación las disposiciones que se refieran a cada uno de los ramos de la Administración Pública, principiando cada una de dichas codificaciones por el número uno, y siguiendo en serie no interrumpida, pero haciendo la respectiva nota o llamada que indique el número de ley a que corresponda el nuevo número de ésta.
