El aporte para explorar y explotar carbón se podrá hacer a la Empresa Carbones de Colombia S.A., CARBOCOL, o a otras empresas comerciales e industriales del Estado del orden nacional que por sus normas orgánicas y estatutarias estén autorizadas para dedicarse a tales trabajos de minería. El aporte se hará a solicitud de las entidades de que trata el inciso anterior.
