Art. 22. Cuando las rentas creadas por este Decreto sean arrendadas, los rematadores se sustituyen á la Nación para el efecto de cobrar y percibir su producto y de prevenir é invigilar el contrabando, de manera de hacer efectivos los derechos que la República se reserva como dueño de dichas rentas.
