ARTICULO 2o. Comisión de Regulación de Telecomunicaciones. - Créase la Comisión de Regulación de Telecomunicaciones, la cual tendrá el carácter de Unidad Administrativa Especial, y cuyo objetivo será el de regular y promover la competencia para que las operaciones sean económicamente eficientes, no impliquen abuso de la posición dominante y produzcan servicios de calidad.

Parágrafo

- Esta Unidad Administrativa especial no tendrá personería jurídica y será parte de la estructura administrativa del Ministerio de Comunicaciones.
