° El Ministro de Trabajo; Higiene y Previsión Social y el Superintendente de Cooperativas promoverán la adecuada selección del personal de que se trata, excepción hecha del que deben seleccionar los Institutos de Estudios Cooperativos. Todos los individuos cuyo viaje sea costeado por el Gobierno deberán firmar un contrato comprometiéndose a prestar servicios, a lo menos por un año, a su regreso al país, en obras cooperativas de las sociedades de esta índole del Gobierno.
