- ALCANCE DE LA PLANEACION EN LAS ENTIDADES TERRITORIALES. Las entidades territoriales tienen autonomía en materia de planeación del desarrollo económico social y de la gestión ambiental, en el marco de las competencias, recursos y responsabilidades que les ha atribuido la Constitución y la ley. Los planes de desarrollo de las entidades territoriales, sin perjuicio de su autonomía, deberán tener en cuenta para su elaboración las políticas y estrategias del Plan Nacional de Desarrollo para garantizar la coherencia (Ley 152 de 1994, art. 32).
