Las facturas de mercancias que se hayan de ser importadas a la República son endosables antes de que lleguen a los puertos de ella, o al momento de ser manifestadas para la importación En uno u otro caso, el pago de los derechos será de cargo del endosatario, cesando en consecuencia toda responsabilidad de parte del endosante para, con el Tesoro nacional.
