ARTICULO 165 . VIGENCIA Y DEROGATORIAS.- El presente decreto rige a partir de la fecha de su promulgación y deroga todas las normas que le sean contrarias y, en especial, el Decreto 1175 de 1980, la Ley 3a. de 1977 y el Decreto- Ley 2332 de 1977.
