Autorizase al Gobierno para aumentar la partida global del Ministerio de Guerra hasta por la suma de cuatrocientos cincuenta mil pesos ($ 450,000.00) con imputación al exceso que pueda resultar de la liquidación del superávit de 1937 y para aumentar los dos artículos 674 y 674 bis hasta en la suma de cincuenta mil pesos ($ 50,000.00), todo con imputación al exceso que pueda resultar del superávit de 1937.
