Las autoridades a las cuales les corresponda proveer los cargos a que se refiere el artículo anterior, deberán dar prelación a quiénes vayan a cumplir el requisito de la judicatura o del servicio profesional, siempre que no se violéis los estatutos de carrera, y sin perjuicio de que el cargo se pueda proveer con un abogado titulado.
