° Los contratos que celebre el Gobierno en cumplimiento del 1° de la presente ley, sólo requerirán para su validez de la aprobación del Organo Ejecutivo, previo el concepto favorable del Consejo de Ministros y los que formalice en desarrollo de la parte final del artículo 2° únicamente, necesitarán de la aprobación del Organo Ejecutivo, previo el concepto favorable del Consejo de Ministros y de la posterior revisión del Consejo de Estado.
