° Desde la publicación de este Decreto, los bancos que tienen la facultad de emitir células hipotecarias podrán ponerlas en circulación, de cualquier valor, siempre que para la emisión, amortización o conversión se llenen los requisitos que prescribe la Ley 24 de 1905 y que se cumplan las demás condiciones que ella establece. Quedan abrogadas las disposiciones ejecutivas que sean incompatibles en este Decreto.
