Corresponde al consejo Escrutador, denominación bajo la cual se comprende también el Consejo Electoral de la capital del Departamento, que sea también capital del Distrito Electoral, hacer el escrutinio, declarar y comunicar la elección de Representantes al Congreso, por el respectivo Distrito Electoral.
