El uno por ciento (1%) que según el artículo 6º. del Decreto Ley 1455 de 1942 deben destinar de su presupuesto anuales los Departamentos y los Municipios para la formación u organización de las Sociedades de que trata el mismo Decreto, podrá destinarse anualmente para atender a la vigilancia forestal, a la creación de viveros o a la arborización de centros urbanos bajo la dirección de las asociaciones de "Amigos del Árbol" que gocen de personería Jurídica.
