Las entidades prestadoras de los servicios públicos domiciliarios serán responsables por los perjuicios que ocasionen a los usuarios por la aplicación incorrecta de los decretos de adopción de las estratificaciones. Cuando se facture a un usuario en estrato superior al que le corresponde, se reconocerá el mayor valor en la siguiente facturación. Cuando la facturación al usuario se haga en un estrato inferior al que le corresponde no se cobrará el valor adicional.
